The Center of E-Learning established in the last of 2018 (Rabiʻ II 10, 1440 AH) at Riyadh Elm University..
The Center continues to be a key component in how we support our faculty, students, researchers, and staff. Consequently, technology has become more pervasive and plays an ever-increasing role in the daily lives of those in our community both on and off campus.
Technology not only supports the demands of the academic environment, and the learning and quality of life of our community but also the well-being and safety of our entire community.
REU E-learning Center will continue to utilize the established structures and employ the new technological solutions to provide support and facilitate thoughtful investment and allocation of resources to meet the needs of the community.
Goal of the center is to:
- Provide support and technical assistance to students
- Assist special technical support for scientific research
- Deliver technical support in systems, databases, devices, hardware, communications devices, and the network
- Arrange effective training and security awareness about technology and things related to it
- Utilize desktop support for developing and improve students care
- Create digital communications channels like email, and social media

Learning Manager
The eLearning and Instructional Technology Manager carries out operating policies and procedures with a focus on online course development, faculty training and mentoring and multi-media and production services in support of online instructional programs offered through the College.
Learning Management Specialist
The LMS Specialist provides user support in the investigation, analysis, and resolution of technical problems and develops effective work-around solutions for various technological issues to ensure continuous online course delivery.
Electronic Training Coordinator

E-Learning and Instructional Technology Manager
Responsibilities
- In collaboration with Distance Education management establishes the vision and goals, and oversees the work plans for the College eLearning program. Supports the development of strategic offerings/initiatives, related policies and procedures and program promotion; ensures compliance with accessibility regulations
- Plans, implements and manages the district wide online course development process including faculty training, instructional design and quality course design reviews
- Plans and oversees the implementation of faculty professional development programs relating to best practices in online teaching and other academic initiatives to support student success and completion. Oversees faculty mentoring program
- Develops and implements plans that address accessibility in online instruction. This includes compliance with federal regulations, support and training for faculty in designing accessible course materials, problem-solving to address accommodation requests from students or faculty and adaptation of course materials
- Supervises faculty, academic professional, technical/support staff and casual/student workers. Hires, evaluates, trains, disciplines and recommends the dismissal of staff as necessary
- Researches, develops and facilitates quality training opportunities for new and continuing faculty in the use of technology in instruction; supervises faculty production lab
- Researches and implements new instructional strategies to remain competitive in the delivery of education; researches emerging technologies and their application to teaching and learning
- Plans, implements and manages the district wide processes and operations of media services program including video, ITV, multi-media, web and/or other related technologies. Coordinates the scheduling, training, development, and support for production resources. Coordinates production activities within the College and with external agencies providing production services
- Plans, operates, promotes and evaluates a schedule of interactive video classes and video services. Works with applicable Division Deans, Department Chairs, and faculty to select, market and support courses and services
- Manages the production of high quality video, multi-media, and graphic materials to support the delivery of instruction and services. Collaborates with staff, faculty and clients to plan, script, and deliver instructionally and aesthetically sound media productions
- Participates in the development and administration of applicable policies, strategic plans, goals and programmatic activities pertaining to production service programs at the College
- Plans, manages, budgets and evaluates projects and productions for the Distance Education Department ensuring the integration of activities with the College’s online and operational functions

E-learning Management Specialist
Responsibilities
- Gather information and course elements from members, internal departments, SMEs (subject matter experts), research institutions, and others
- Develop and design learning material, coordinate, and review educational content, and incorporate current technology in developing specific eLearning curricula
- Support the deployment of learning programs including uploading and updating courseware and curricula, training assignments, learner notification text and rules in LMS
- Utilize knowledge of LMS capabilities to recommend delivery strategies that yield a rich, meaningful, and dynamic end-user experience
- Utilize LMS reporting capabilities and developing custom reports to assist with planning and managing the company’s training and development initiatives
- Manage eLearning content from vendors to ensure it is compatible with the LMS
- Work with Instructional Designers, Graphic Designers, and programmers to support eLearning content requirements
- Run demos of the system and provide training to individuals and users groups
- Ensure that participants are registered for Education and Training events and performs reconciliation function with Business office as needed
- Coordinate and conduct the webinars using Go-To-Meeting, Blue Jeans or similar programs and upload recordings into LMS
- Lend expertise in the technical aspects of eLearning to internal PSBA departments, as requested
- May facilitate live and recorded learning
Electronic Training Coordinator
Responsibilities
- Manages e-learning related classroom and administrative technology professional development and classroom integration
- Oversees the professional development, supervising, and evaluating of eLearning personnel, and Technology Assistants
- Collaborates with the Curriculum-Instruction-Assessment team and school principals to develop a professional development calendar, professional development content and format, and ongoing support
- Assists in resource adoption process. Plans and supervises technology integration training for software platforms and provides other IT training opportunities for school and district staff
- Oversees the evaluation, approval and management of appropriate web and software resources for the school district
- Participates in the planning and implementation of the district technology vision
- Serves as a member of such committees and attends such meetings as the Chief Technology Officer or Superintendent shall direct
- Maintains own professional learning network and stays informed on technology best practices and trending to be able to inform technology vision for the district
- Coordinates with university administrators to help encourage responsible use and enforce the Responsible Use Policy
- Performs such other tasks and assumes such responsibilities as the Superintendent or his or her designee may assign
Provide and Support a Technological Infrastructure
Responsibilities
- Setting a specific standard to upgrade the devices and systems used to the maximum level of readiness and reliability
- Planning and providing infrastructure and special support to the security and protection devices, communications network, portable devices and information centers and computers
- Enhancing the efficiency of the contracts and agreements for the maintenance of information and communications technology devices with suppliers
Staff Development
The REU E-learning Center is responsible for coordinating and monitoring the skills and competencies of all University’s e-learning stakeholders with the various areas of information and communication technology. The center aims to:
- Develop and improve the skills and competencies of information and communication technology necessary for faculty, staff and students
- Striving to create a cultural level of high awareness of technology among university community through continuous training and various electronic support
- Facilitating the communication with the outside world especially when it comes to things related to electronic hiring and the university portal

The following staff supervisory assisting staffs act as liaison between the REU E-learning Center and other administrative entities in the University. For example, the E-learning System manager is a representative from the Quality Assurance Center in REU.
The designation of the supervisory staff is a necessary step to ensure the following:
- The quality of the educational online process
- The adequacy of resources and financial support
- The utilization of the latest technology models and tools

Director of Online Educational Content
Oversees the development, implementation, monitoring and evaluation of on-line and alternative learning formats. Develops and implements policies, procedures and guidelines for Distance Learning program.
Learner Services Manager
The manager acts as the first point of contact with students requiring assistance. – To provide support to students for any personal problems that may arise. – To be kept informed of any welfare issues that are being addressed by other team members. – To keep the e-Learning manger informed of any major issues.
Application Development Manager (ADM)
To plan, coordinate, and supervise the activities related to the design, development, and implementation of organizational information systems and software applications as assigned by the Director of Applications.
Technical Support Manager
Oversees and facilitates the installation and maintenance of IT systems, hardware, and software. Identifies and recommends upgrades and changes to hardware and software, maintaining efficient and effective operations in the organization.
Director of Online Educational Content
Responsibility
- Directs the planning and operations of the Distance Learning Program; Coordinates and implements instructional design projects from inception to completion.
- Ensures compliance with licensing and copyright laws and regulations.
- Develops and oversees implementation of Distance Learning student and faculty support services
- Responsible for developing and overseeing faculty development related to distance. Learning.

Application Development Manager (ADM)
Responsibility
- The ADM oversees projects assigned to web and software developers and the application development team.
- The ADM manages the integrity, and changes to the application development servers and databases.
- The ADM oversees the development and implementation of change control processes for the development team to follow.
- The ADM provides ad-hoc reporting and decision support required for management decision processes, strong resources and capacity planning experiences.
- The ADM provides technology decisions that impact software development.
- The ADM oversees special IT projects as assigned.
- The ADM manages the development and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise.

- Collaborate with the appropriate departments to develop and maintain a technology plan that supports customer needs.
